I think it really depends on the quality of the directory. I think that relevant (industry specific) directories are generally ok as long as they are high quality and not rife with spam.
There are also some credible directories still such as yahoo directory, best of the web, etc. So if you can find a decent one with decent inbound links and a solid auditing process, then why not.

Do You Risk A Penalty From Local Paid Directories in 2022?
Hi there, I have a client who wants to advertise in a local directory along the lines of "find your nearest plumber". The directory only has paid listings and they are follow links and they also mention your site or generated landing page may get a nice bump on google. Is there a risk that they may get a penalty for using this directory? The client wants to use it regardless of if it gives them an SEO boost but obviously wants to avoid any penalties at all costs. Article submission web-sites and SEO
Does article submission web-sites have any impact to SEO in these days? There are a lot of good/not so good article submission databases, but does it really matter if you spend a time to write unique articles for them? I mean, is it a good way for link-building, or should I spend more time for other parts of SEO? There are also a special websites (for example SubmitYourArticle) which automate this process, does it make sense to use this services? Alternates? Link Directories - Good or bad?
I've just done a search on open site explorer for a competitors site that has is ranked number one. Most of their highest authority backlinks are from link directories. I just read an article on here saying to stay away from directories that state things like 'seo friendly directory'. Many of my competitors links are from these kind of sites! Will it harm me to get links from such sites? It seems to be working for my competitors.... confused.com!
