does <base> in html affect seo?

hey, just wanna know does <base> in head of website affect SEO? and if it's a yes, how?

The purpose of the <base> tag is to set a base domain for linking to elements within it.
Basically, what the base tag does is if you set your <base href="moz.rainyclouds.online"> and you link within the document to "/community/q", then the link will take the user to "moz.rainyclouds.online/community/q".
There is no effect in SEO besides the fact that you will be creating backlinks to the base site for each element that is referred directly, without a URL.

If I change Tags and Categories in Wordpress blog post, will it negatively affect SEO and cause 404s?
Hi, I have belatedly come to the conclusion that I have been using tags and categories when blogging in wordpress incorrectly. The result is that Google seems to prefer to show my archives and tags in search results rather than the post itself. Not good UX. As the site is only a few months old, am I best to learn my lesson and tag and categorize correctly moving forward or Should I go back in to these posts and clean them up & categorize and tag correctly. If I do this, will it cause 404s and hurt my SEO? Thanks!

Coming soon SEO
Hi, I was wondering what is the best practice to redirect all the links juice by redirecting all the pages of your website to a coming soon page. The coming soon page will point to the domain.com, not to a subfolder. Should I move the entire website to a subfolder and redirect this folder to the coming soon page? Thanks

Target: blank. Does it make an SEO difference?
I've notice many sites MOZ included no longer use the target: blank attribute. I think that's what it's called. Basically when a link on your site opens a new tab in the browser as opposed to replacing the browser window you are in. Given that MOZ think of everything, I would love to hear opinions on this.

International Seo - Canada
Our organization is currently only operating in the USA but will soon be entering the Canadian market. We did a lot of research and decided that for our needs it would be best to use a subfolder for Canada. Initially we will be targeting the english speaking community but eventually we will want to expand to the french speaking Canadians as well. The question is - is there a preferred version in setting up the subfolders: www.website.org/ca/ -- default will be english www.website.org/ca/fr/ - french www.website.org/en-ca/ - english www.website.org/fr-ca/ - french www.website.org/ca/en/ -english www.website.org/ca/fr/ - french Thanks

Redirecting blog.<mydomain>.com to www.<mydomain>.com\blog</mydomain></mydomain>
This is more of a technical question than pure SEO per se, but I am guessing that some folks here may have covered this and so I would appreciate any questions. I am moving from a WordPress.com-based blog (hosted on WordPress) to a WordPress installation on my own server (as suggested by folks in another thread here). As part of this I want to move from the format blog.<mydomain>.com to www.mydomain.com\blog. I have installed WordPress on my server and have imported posts from the hosted site to my own server. How should I manage the transition from first format to the second? I have a bunch of links on Facebook, etc that refer to URLs of the blog..com format so it's important that I redirect.</mydomain> I am running DotNetNuke/WordPress on my own IIS/ASP.Net servers. Restaurant menu SEO: PDF or HTML?
Is it better to use a PDF or hard code restaurant menus (or any document for that matter) in HTML? I want the content to be indexed and thought PDF was the way to go for several reasons, but I wanted to get confirmation on this before I move forward.
