Is it OK to include name of your town to the title tag or H1 tag on a blog to enhance local search results

I recently attended a webinar by ETNA Interactive on local search SEO. The presenter recommended including the name of your town in the title of the blog to increase local search SEO.
Is this OK? Ive always been concerned that it is such an obvious attempt to rank locally that Google would consider it "spammy" ? black hat, "sketchy" or otherwise manipulative.
Have the rules changed? Is it OK to do?

As The Chris Menke has stated, there's no problem with including the city and state in your meta data or on-page markup. It's actually an advantage of sorts.
There are nearly one dozen cities named Dallas in the US. Say you were located in Dallas, TX. What would separate you from Dallas, OR? There would be citations, if you're doing what you need to do for a local business. But I've found that on-page is getting a bit more weight, and it's increasing.
Not sure yet? You can verify a Google My Business listing via Google Webmaster Tools for an indeterminate amount of business categories. If that's not a sign that on-page is gaining weight in the local search scene - I don't know what is.
In fact, the Google Local team has stated that the business's domain is the strongest factor. Would you not like to possibly give them a few more signals, easily? They are the donkey, you have the carrot.
But I would suppose your question arises from an objection to writing; "Profession/Service City, State". There are ways you can do that, and it will still look alright. In fact, wouldn't you want someone to know that they came to the right place immediately, even though it sounds generic?
People don't have time. You have to show them they came to the right place immediately. Title and header markup are excellent ways to do so.

There's nothing wrong with including place names in your title, in fact, it is a best practice in many instances. Be strategic about doing so, though. Adding the name of your city to every blog post will seem spammy (but won't get you penalized) and probably isn't necessary. Typically, if your services are location specific, you should include your place name in the title, description, and body. It will usually help with organic ranking and click through on product/services pages when searchers are looking locally for your offerings.

When Google rewrites a title tag, do you get the SEO impact for the original version?
Let's say you're writing a homepage title tag like this: KEYWORD | BRAND and Google rewrites it as BRAND | KEYWORD From Moz and best practices, we believe that keywords closer to the beginning of a title tag may have more impact on search rankings. So, when Google rewrites the title tag, do you get the impact you would have made with the keyword being closer to the front? Or, does Google give you the impact you would have received with the keyword being at the end?

Site name in page title - leave it or remove it?
Hi all, Recently came across some authority blog (quicksprout to be precise) which stated that apart from main page, contact page, about us and some other generic pages, site name should be removed as it might produce duplicate content. example "How to blog | Example Site name" This mostly is the issue with tags and categories pages as it shows on Moz issues. Is that really a problem and site name should be taken off them? Thank you.

Snippet showing as domain name with apostrophe, instead of page title when searching for the domain name.
Hi, We have an issue with one of our websites, with the snippet dispaying differently in Google serps when searching for the domain or the website name rather than a search term. When searching for a search term, the page title shows as expected, but when searching for the site by the domain name either with or without the tld, it shows the snippet as the domain name with an apostrophe at the end. How to separate your - keywords - and | Brand name in the Title Tag
I have traditionally used hyphens (-) and vertical bars (|) to separate out keywords/brands in title tags. A client has asked if other characters will work such as tilde (~), apersat (@), forward slash (/) etc. Are there any special characters we should steer clear of?

Duplicate Title and Meta Description Tags in Shopify with this App
Hello. I'm finding that by adding the Ultra SEO app in Shopify, I now have duplicates of the Title tags and Meta Descriptions. It looks like it's pulling title tags from the Shop info, the product or page titles as well as the Title tag I add in Ultra SEO. The website is 1bigcookie.com. The duplicate meta descriptions are from the text I entered in the meta description field in Ultra SEO. I entered the canonical url code shopify specifies to help with duplicate content, but what about duplicate title and meta description tags on the same page?

Does Title Tag have to be in the HEAD tag?
We are using templates that load the same header for every page. I'd like to just include a different title tag in the "body" template of each page. If I was to do this, does it affect SEO at all?

H1 tag in the footer?
Quick question: I have been scouring SEOMoz.org along with webmaster forums looking for an answer, but we have a person who insists that the H1 tag be located in the Footer. I feel that is is fundamentally wrong because it is not the intent of the H1 tag, and I do not believe it is a best practice. That being said would we see what little value the H1 tag has disappear if we put it in the footer, would we be penalized, or am I being too vanilla by wanting to keep it in the Title position?
